2G Car Cranks but wont start...

Ok, this is once again another "My car wont start" question, but here is the twist.
I'm currently in Canada and the thing is my car is in California where I live. My friend is borrowing my car and now it doesn't start. It supposedly cranks but won't catch on and start.

Here are the things they have checked out...
- Supposedly the belts are good (thing is that my alternator/power steering belt flew off just about 2 weeks ago...)
- The plugs and wires are about a month old and they have checked them and they are good

Here are the thoughts of my local DSMers
Either fuel related (injectors or fuel pump)
Or ECU

What else could it be?

ask him to listen for the sound of the fuel pump before he trys to crank. cause i would think if its the ECU you wouldnt get anything? maybe im wrong about that, but oh well, yea just listen for fuel pump.
