Test the brake light switch with a multimeter. Check the bulbs, check the grounds at the plugs for the bulbs. The hanging wire is the sensor for the power steering pump.

iv tested fuses and switch with meter and i cant find where that other wire beside the brake connects too >.< but i have power stearing the kid befor me had the ignition disabler wired in and wires off the starteer i fixed that i can actually start the car with the key but the lights are my problem he also wired the rad fans to the a/c switch and he did something with the stereo wires i plug it in and the lights on the car wont go out

It is kind of hard to understand what you are saying with the giant run on sentence. The extra plug by the brake light sensor is likely the cruise cancel sensor, or the clutch switch plug. Did you test the switch like i told you to? The wire in the engine bay IS for the power steering sensor. The power steering will work fine without it. It hooks to the top of the pump.

So you tested the brake light switch with a multimeter and verified that it has continuity with the pedal pushed and doesn't when the pedal isn't pushed.

Yeah, the video really didn't help.

This next question is going to sound really stupid but I promise I'm going somewhere with this...

Are you sure you're using the correct bulbs? And if so are they installed correctly?

I ask because I've seen Chevys that people put in the wrong bulbs and they make the brake lights and turn signals go completely cattywompus. (+1 for using the word cattywompus)

You should also have checked the brake light switch with a multimeter on the beepy(continuity) setting and made sure the switch itself is working. They do fail.
