Bad ECU? Several strange problems

First off the car sstarts without any problems.

The mechanical timing is spot-on. I just redid it last week.
Ignition timing is set to 5*btdc which I also just checked.

Im throwing codes for the o2 sensor and the CTS. I broke off the clip for the CTS so I spliced into with spade connectors and heat wrapped them - I do good electrical work, it's a solid connection. The o2 sensor is brand new. I hit the CTS measuring for resistance and it was very close to the FSM spec for the water temp (.25 vs. 26 listed as spec) so I know the sensors are good. I know they are at least being read by the ECU because the car has a hell of a time starting with the CTS unplugged.

If I clear the codes the car will idle or drive until rev/30%throttle and then pop the CEL for both sensors.

The car feels like it's missing too.. only at low RPM and idle and under part throttle. It does idle a little rough. It does not hesistate as bad under boost (currently set @ 10lbs since I'm trying to figure out what's wrong). Plugs are fine, wire resistances measure close to spec. Car DOES NOT boost leak and there was a vacuum leak (hose cracked off WG) that I have replaced.

I cut into the harness since both sensors are fairly close to each other, and the wires looked good up until where they are covered by the plastic peice over the fuel rail, I did't cut further.

I'm not an electrical guru but I know enough to troubleshoot. Any ideas here? I'm completely lost.
 
Pulled the ECU and it looked good.

Apparently the owner before me had done the fix for the leaking caps. The replacement looked clean but there was a tad bit of slough on the backside of the pins, just enough to tell it had been done.

New update on the CEL: It won't pop a CEL until I cruise at like 55+. I let it sit in the driveway idling for 30mins then drove it 10 miles under 50. Got on the freeway and within 30seconds it popped a code, once again o2 and CTS.

I'm lost.
 
Sounds like you know what you're doing, but which coolant temperature sensor are you measuring? There's one for the ecu and one for the gauges. Also, have you by chance hooked up a logger? That might tell you more if you can look at the o2 voltages and the coolant temp sensor at the same time. Maybe there's some intermittent connection on those two sensors.
 
I would go ahead and replace the CTS for just this reason, Mine was reading correct resistance both cold and at operating temperature but when I would accelerate in high gear the car would get flooded and almost stall. Come to find out the CTS was giving a false reading telling the ECU it was super cold outside and was giving the engine way too much fuel. That could also give an 02 sensor code if it gets too much fuel throwing the mixture off. I know you said you checked it but it's like a $20 dollar part might be worth replacing.
