97-99 conversion on a Talon?

I have a 96 talon. I already have the front bumper with lights installed on the front (came like that). Might as well do the back I said. Bought the lights off ebay, and a bumper for 50 bucks. I noticed the support ledges need to be about 2 inches higher to accomodate the bumper. How do I go about doing this?
