What dose TCL stand for

Well I have a guy whos selling his non-turbo eclipse for $1500. But theres a problem he says the TCL is mested up? what ever that stands for can someone help me out and find out what this is and how much it will cost to fix if it can be fixed?

theres the tps, throttle position sensor, and isc idle speed controller.
never heard of tcl though

thats what I thought too, but I am justa newie to this world of DSM, but I have been reading alot about how the engine work, but I never seen that part, thanks man
