Wastegate not working properly?

Hi,
I think i am having trouble with either the wastegate or the boost controller.
Even though i have the boost controller set to the minimum setting i`m still getting over 30 psi of boost.
At 6000 rpm i read in Ecm-Link that i had 37 psi.
I have a GT3076r, is this boost level damaging for the turbo?

The wastegate is a Tial F41 with a 0.9 Bar spring.

I am pretty sure i have it all hooked up properly, on the pipe right after the turbo i have a nipple with a hose to the boost controller and a hose from the boost controller to the lower nipple on the wastegate.

Have you tried another one to see if the same problem persists? or tried swapping the lines as it could hooked up wrong?

I just had a faulty controller had to send it back for a new one. Manufacturer defect spring was no good.
 
Have you tried hooking a line straight to the wastegate (no boost controller)?
 
I haven`t tried much yet, just bought a new softer spring and going to swap it out.

I will try out a handpump and also try bypassing the boost-controller.

Alright, found out that the spring and ball inside the boost-controller had gotten stuck, took it apart and assembled again, i have no idea how it happened as i tried it before i put it on the first time, hope it doesn`t get stuck again.

Now, what pressure should i aim to set it to?
