Trouble reading ohms on tps sensor.

I have a 98 and I have bad idle surge. Well the next thing to check on the list is tps sensor so I measured it with an ohm meter. Anyways, I can't really get a reading, I will sometimes get a quick reading, but it goes right back to 0. I also tried reading the tps off my spare 2g throttle body and I can't get a reading at all. I'm kinda confused here because I am going off this guide. http://www.plymouthlaser.com/tps.htm If you guys could lend me any advice it would be great.
