My car is making a strange humming sound when I turn right when driving more than 40 miles per hour.

Not just hard right turns but very slight ones also.
The steering wheel vibrates just a little too.

I am pretty sure it is not my tires. Do I need to replace my CV axle?

It could be your power steering pump or belt. Check the belt condition and the fluid first. If they both seem fine, the pump may be going out. Mine went at 118k, but I was doing 360s, I thought I broke my steering rack, but it was actually the pump.
