I've done a search and haven't found anything that relates exactly to mine. Looking for some insight.

Whenever I'm cruising at a steady speed say 40, and I go WOT, or even if I downshift and go WOT my RPMs surge but the car doesn't go any faster. And then the RPMs will stay at a certain point then fall a little and then the car then seems to pick up speed. I don't have any boost leaks. Is this normal or should I be concerned?
 
Yes as the engine rpms and boost build under wot so does the hp and torque. If your clutch is badly worn it will hold under low rpm/boost and start slipping when increased the gear you are in is irrelevant.

Oh ic. I do get clutch stutter sometimes when I first start driving. Guess its time to replace the clutch! Thanks!
 
Completely sounds like clutch slipping to me. Especially if your car has high mileage and it has never been changed. Take it easy for now until you swap in a new clutch or you will end up with a car that will eventually not grab at all. You should be ok as long as you don't go WOT until you do swap.
