Parking brake stuck on winter beater

Ok i have a 98 neon as a winter beater and i wanted to take it for a spin the other day to get the juices flowin again... so i disengage the parking brake and try to reverse but it doesnt move... i asked the previous owner about it and he said that it did that sometimes... I was just wondering what i should attack first? any tips and/or suggestions??? thanks

Give it a couple of abrupt starts in both directions. Make sure the way's clear each way. They'll make a huge BANG and let go eventually.
