what is a logger, is it just a program that you put into like as palmpilot or sometihng?

A logger is a program that connects to lets say the obd port via a cable and lets you track vital engine sensors.

A logger is a program (can be part of a standalone unit which replaces your ecu, piggyback unit which modifies the signals your ecu see's, or just put on a palm pilot) essentially it logs what your ecu is seeing from your engine. You can log things such as knock, voltage, etc... it is used to help you tune your car in order to get the correct performance out of your modifications without causing detonation to the engine and its components. Go to www.pocketlogger.com Im using one of there cables and it works nicely. Usually you can pick them up pretty cheap in our classifieds. Also a logger is a must if you plan on uping boost.
