is my electronic BC bad or do i need a different wastegate

i have AEM TRU boost and i think it either sucks or its broken or i did something wrong... ok i've had 3 different turbo's on this car now and it doesnt change what will happen is i can set the boost to 20psi if i wanted too and it still wont go past about 12 psi.. now my question is do i need maft? or external wastegate? any suggestions
 
Is it a small or big 16G? If it only goes to 12 psi, this is concerning because a boost controller cannot cause you to run less PSI than the WGA spring is set to, which on a 16G is 1 Bar (14.5) with the original WGA.

So here is what we have, a simple mechanical system, boost goes from the controller to the WGA and causes the flapper to open to control boost. Step one, if I was you, go from your boost source to your WGA and do some pulls and see where your boost is.
