fuel pump voltage? logger mmcd v1.8g

to start with i have a 92 gsx-6bolt,RC 550cc,walbro 255, 3"tb exaust,greddy bov,mbc set around 16psi......i just recently got a logger hooked up to do some tunning,....im running mmcd v1.8g......i aslo got an safcII, anyways, my logger is telling me my pump is only getting .3 volts ,never changes,....is this right or should it be higher? also the the F (pump relay) is always on in the FLG2 sensor codes, does that mean the relay is working or not? the car starts just fine and iv gotten my low trims to 100% but i havent really done any pulls yet because i want to make sure everything is okay. At idle the O2-F is 2.50V and the afr is around 10.3 with 100% ftrl.....sound right? as soon as i rev it the FTO2 drops down pretty low ,like 60-80% ,but my low fuel trim stays at 100%...i do have a stock manifold and it looks like it has a small crack in it, would that cause a unstable FTO2 reading?

sorry about the long post but i have lots of other questions ,if someone can help me out that would be cool, this is my first time tunning a car .......

im getting this wierd loud whining sound too around 3k rpm...iv read about this in other posts but never found a solid answer...heard lifters,or tensioner, and exaust leak.....engine sounds fine and revs strong at startup but after about 5 min. when it warms up the sound starts getting louder, but only above 2k rpm....no engine knocking,sounds like its coming from the belt side and iv taken off the accesorie belts to see if one was tight, but still sound was there. maybe just needs tunning in that rpm range?
any help would be great, thanx
