Filler cap will not open.

Hi, I cant get my filler cap open, when i pull the handle inside my car it wont unlock the filler cap. Somebody have to hold the handle inside up when at the same time someone open the cap from the outside. What can it be? The wire works since it opens when someone holds the handle. How do i fix this?
