boost problem

We recently installed a hallman manual boost controller on my friends 97 gsx. With it installed the boost still stayed at the stock leve. It wouldnt go past 13 psi no matter what. We switched lines,pulled the wastegate line, and put it back to stock. Any suggestions on why the boost will not increase at all? thank you

Stock boost on a 97 should be right around 10, most T-25 turbos will pull 13 psi if you are lucky. Here is the way the boost controller should be routed.

Boost source-----------Boost controller------------wastegate.
 
you have an aftermarket guage right? what about if you disconnect the wastegate line and make a quick pull, stop as soon as it goes over 13 though since without the line it will just boost as much as it can. you might have a boost leak or turbo issues
 
Also if you are on the stock 2g bov you will not be able up the boost.It leaks after 12psi.
