My Evo 3 16g has horrible lag and it isn't getting any better. I'm seeing 15 psi @ 5000 rpms. I've done a boost leak test and so far the only leak I hear is a small one from the throttle body shaft seals. I am also blowing dark smoke if I rev the engine. I did a compression test and got good numbers. I checked the shaft play on the turbo and the side to side seemed like it moved a descent amount. The fins where not very smooth when I was feeling them either. The turbo is very loud when it does spool (by this I mean I can hear it pretty well over my full 3 inch exhaust). Think its a blown turbo?
 
it could be a blown turbo but usualy they don't make any boost at all also are you leeking oil? the black smoke is from running too rich. do you have and adjustable fuel pressure regulator?

Exactly. Blown would usually consist of major oil loss, no/low boost or a combo.
 
I am leaking about a quart of oil every 250 miles. I know I have a leaking return line so that could very well be the culprit for that much oil loss. I know I am running EXTREMELY rich (13mpg). My spark plugs show it too. Is the manual boost controller suppose to leak air out of that bleeder before it hits my set boost level? I have set the boost at 15psi and when I preform my leak test it starts spitting air out almost right away...lots of it too.

if its a bleeder type valve yes it will bleed air off until the set level. have you checked the turbo for shaft play?
 
It is a Slow Boy Racing MBC though. It should be ball and spring...maybe my problem is a shot boost cotroller...
