If they're saying balance shaft bearing holes are bad then Just delete the shafts. You will still need to plug the front shaft holes but a bearing is not required to do thst. There are other ways.

That’s what I was thinking, at the end of the day I just need to close off the oil squirters with a tap and bolt correct?

No. Oil squirters aren't the problem. I assume machine shop told you balance shafts cant be fixed?
