fuel pump - no voltage?

I have a 99 Eclipse GS that won't start. I found out it had no fuel pressure and then checked the voltage going to the fuel pump and found out it was not getting any voltage. What could be the cause of this? My friend suggested MFI relay, but he wasn't sure. When I turn the key to the 'On' position, I can hear a click, but I'm not sure if it is the MFI relay, or even if that means it is working. Any suggestions for what to check next? Thanks!!
 
Check the ASD relay (near the brake booster) for proper function and power. It is a great place to begin tracking problems.
 
Is this the set of 3 relays on the firewall (drivers side)? I tested all three relay and they function correctly, but I haven't had a chance to check them for power yet (car is not at home, I took them out and tested them at home). Does the fuel pump relay go on and stay on when the key is in the "On" position, or does the ECU have the power to turn the pump off?

A service manual would be great, does anyone know where I can get one? Should I just buy one of the CDs off of eBay?
