1g bov help!!

ok i just bought 1g bov off of ebay. seems in pretty good condition. Well i put it on today and it doesn't work and causes compressor surge. It just makes fluttering sound so i got it off and put my stock one back on. I looked at the bov and it looked ok and when i apply pressure to it pushes in a seems to be ok. Its not crushed but what could be the problem??? i need help b/c this is really pissing me off!!! I just brought it to a guy a know that has alot of experience with dsm's and he checked the bov out and he said it seems fine and he put it on my car and the same thing happened. Neither him or I coul figure it out it was a complete mystery but it wasn't blowing off. Could it just be a bad bov b/c i have never heard of these things not working. The vaccum hose is just fine and is not blocked and doesn't have a leak I'm so confused....

make sure the small hole on the bottom isn't plugged up or anything.

what small hole on the bottom? i have the flange for it to mount onto a 2g? what do i do?
