can this bolt be backed out now that some jackass broke it off in the turbo?

What bolt is it ? Be more specific ?
If he managed to snap off a turbo bolt inside the housing, you might be SOL. We once ran a solid one piece SS turbo gasket that warped and caused two of the turbo bolt heads to shear off. Our machinist could get one of the two bolts out, but the other one he couldn't. I think that the OEM bolts are chromoly or some other similarly hard metal. It's worth trying, but you might not be able to get it out. If you were talking about another bolt then sorry, disregard my post.
OH-one more thing. I can't see any pics, but it's possible the previous owner used SS ARP bolts, in which case you could probably get them out. The SS bolts always snap inside the housings because they expand at different rates than the manifold and turbine housing when heated.
regardless of where it is, take it to a machine shop. they won't charge you to much to do it and its better to just pay up and save yourself the headache. i tried to remove one myself and i ended up just buying a new hotside.
If he managed to snap off a bolt for the oil return line that gets trickier. That means either it was a bad bolt or he torqued the sh*t out of that bolt, or both. I would try extracting that, like you said, any good machine shop should be able to do it. The good news is that unlike the turbo bolts that's just a regular hardware store grade bolt, not some super strong steel alloy.
Its hardened cause its been heat cycled on the turbo/manifold. Good luck getting it out.
It can be done with a carbide tipped drill bit, but it isn't going to be fun.
