When I turn my ignition on I hurd something clicking really bad around my throttle body area so I unplugged the ISC and the loud clicking stopped! Does this mean it's bad? My car's idleing really bad.

I would vote for yes.... given that your car is idling badly. Also, keep in mind, that a dying isc CAN and WILL fry your ecu. Do not risk your engine computer, get a new isc.
 
I had take the isc apart yesterday and noticed the the little tip piece at the end of the motor wouldn't spin! Is it suppose to spin? In the picture I circled what im talkin about.
