using a 02housing EXT gated turbo in manifold Mounted EXT mode?

I am curious,

Is there any Ill effects on a turbo with a wastegate passage wide open, just blocked by a plate welded over the wastegate hole on the 02 housing side ?

With the O2 housing gasket getting the full pressure of the pre-turbine exhaust I'd be sure that both the O2housing and turbine outlet flanges were true and that a good O2 gasket was used. Other than that, as long as the O2 entrance was completely sealed, I see no problems

ok, i was just curious about the open passage, if it would create backpressure and disrupt flow.

99.9% of the Manifold mounts simply weld the flapper door shut. An extra couple inches of passageway isn't going to be much different in your case.
