14b hot side of turbo is wierd

On the hot side of the turbo under the compressor wheel there is like a cover should that cover be able to move side to side and a little bit up and down but there is NO shaft play. I blew my engine detonated a piston and thought maybe it suckd in some metal or something. Any help would be good.
 
This part right here. How can I find out If blew a seal or a bearing?

thats fine. It will seal back up when you put the turbo back together. Its used to connect the two sides of the turbos together and seal them. Mine wobbled like that, and they were fine.
