Car wont start ISC,ECU?

My car won't start like a third of the time. It will turn over, it has fuel and spark, just doesn't start. When it does start, the ISC clicks for about 5 sec. when the key is in the on position(with car not started yet) then it stops and the car will start. When it doesn't start, the ISC does not click or make any noise. So, if I take the neg. battery lead off for about 10 sec. and then put it back on, the ISC clicks and then it will start everytime.
Is this a problem with the ISC or ECU? I've checked the resistance in the ISC, its fine and looked inside the ECU, the capacitors look good, no leaks, no smells.
Any help would be appreciated. Thanks, Nathan
 
Hmm sounds odd... I hope someone comes in, but i dont think the ISC can cause it not to start... I had a bad one and it only effected my idle. My ISC had a bad coil so it would only click constantly and not actually move in/out like a functioning one. Hopefully someone can give you a lead on what to check next! im sure they will, i just dont believe it is the ISC.

BTW, i dont believe your ISC should be making a noise for 5 seconds... I know when the key is turned to on, the ISC should move once. Pull her out and have a friend turn the key ON a bunch of times to make sure the pintle is moving smoothly.
