2 cars that have extreme turbo lag.

both cars have sat for about a year, and one drove great for awhile after I rebuild the engine then it started getting extreme turbo lag, not exactly driving it, but in neutral reving it too. I will hit the throttle down quick and the motor slowly slowly rises its rpms and I can hear the turbo spool very slowly too. The other car, I swaped a motor in and does the same thing. so I once took the motor in and out of each and I adjusted the ignition timing and idle screw. Does anyone have any idea why both of these cars have extreme turbo lag?
 
You wont be able to build boost free revving. You need a load on the engine to build boost, You should be at full boost by 3500 on a stock turbo. If not check your wastegate and do a boost leak test.
 
1st car: fix all of the boost leaks, ported the head, manifold and turbo, its a 14b, 2nd car:stock with 14b, everything was torqued down so no exhaust leaks. I live in VA, but am in FL right now, so I will give this info to my friends in VA. well, if not reving up fast at all, when I hit the throttle free reving. I hit the throttle all the way, and the motor slowly climbs in rpms. takes about 10 seconds maybe longer to rev all the way up.

Edit: my friend says it never hits full boost when driving it. he just has a stock boost gauge
 
I didnt do a compression test on either, neither spudder threw the gears. I think the 2nd car has a boost leak, but the first car definately doesnt have a boost leak, but it does have a motor swaped in with 73k on it.

To be more specific, when you hit the throttle in nuetral, say I held the throttle all the way, then its stays at about 2000 rpms and you can just hear the turbo spooling very slowly. I can hear the turbo sucking too. both turbos are in good condition as well.

I have a feeling the tps is not adjusted right on the second car, because I took the tps of and didnt adjust it when I put it back on.
 
2nd car ran great after i rebuilt the motor and then it ran out of gas so I added gas, the 1st car just got new gas added to its small amount of gas in the car. neither tank was drained.

the 1st car was driven today by my friend and he said it is tacking at 5,000 rpms, so I know he must have broken an injector seal to the head when he put them back in.
