Boost Problems!?!?

ive pressure tested the system 3 or 4 times now...With the regulator set at lets say 30psi, the boost gauge will only go to 7psi or so, i turn the regulator up to 90psi! and the boost gauge will only shows 10psi...youd think with numbers like that, the ####ing leak would be shooting off like a blow off valve, but all i can hear is the air rushing into the turbo inlet...i have 2 main concerns

1)where is the other 50+psi going that isn't showing up on the gauge when i have the regulator set pretty high

2)During driving conditions the car boost to 15psi fine...anything over that, and it falls back down to 15psi no matter what...and yes i have adjusted the rod on the internal gate many times....ive pulled the oil cap and ive pulled the dipstick and everything is good there...i do hear a hint of air though in the exhaust ...

I have done everything in the book and i still cannot find the problem. If i were to pull the hose off of the wastegate to see if the turbo boosted past 15psi, and it did, could i eliminate the internal wastegate being a problem?

all emissions are removed...short route fmic piping...egr is blocked off...ive check everything possible!
 
Have you tried wetting down the entire engine with soapy water? Even if you have a major leak you will not be able to hear it all the well, but you should be able to see it.
