I can turn the engine by hand, just now the known good starter is not turning even though it has a known good battery.

So now I am going to pull the engine/trans make sure nothing is out of place, and have the space to chase wires...
wish me luck working in this 95+ degree weather...
 
I'm not going to dig around for the history of your problem, but PULLING a motor & transmission because the starter won't engage sounds like a wasted effort to me. If you wanted to work through the problem here in discussion, I'd be happy to swap ideas, but if it's too late for that, then good luck indeed working in 95 degree heat.

I ran into this, and I fixed it. It was a bi***, too. I thought I worked hard, but sheesh, at least I didn't pull the whole motor out WTF

Top things it COULD be:
ECU
CAS
Wiring problem in igntition switch, or somewhere betweeb ignition switch and the starter (starter relay?)

I said "screw it" and ran a switch between my starter cylanoid and the battery. Turns over everytime!

This is after I tested the battery and starter, and I replaced the hotwire and ground on both of them.

Started right up. Then my ECU went bad within a week, I thought well maybe when I replace the ECU, it will not have to use the start button, and just use the key. But nope, still had to. Oh well at least it runs. And I did not have to pull the motor! woohoo!

By the way, this was on a 90 also.

I replaced the engine.
started after I primed the oil pump. Right up too. Set the CAS so it ran smooth.
Ran it a few times and it was rich as hell. Which with 42 or so fuel PSI is expected.
It did not start again after this day.

2nd day.
Constant flooding of spark plugs, hooked up fuel pressure guage, was constantly above 40-42 PSi on stock pump and B&M regulator.
Fiddled with the B&M got the pressure to 30. Flood out. 33 Flood out. 36 (left the setting there) flood out. All this time My SAFC is saying that the cranking RPMs are steadily decreasing.

5th day.
Had starter and battery tested, both good. Replace coil too.
1st start attempt 175 RPMs, flood out. 2nd, 150, flood out. 3rd nothing.

I pulled the ECU just looking over everything, and found a blown cap which was not blown a week earlier. SO now I am replacing those. But the ECU does not stop the starter from spinning. And the cranking RPMs were declining before I discovered this.

I even pulled the starter again to have it tested, good. I replaced the battery/starter power cable. Nothing. I can hear the pump turn on, so the relay is not bad.
I have yet to get the starter to engauge while installed since.

And yes after each flood out, I cleaned and rotated plugs (I have 4 sets now).

There is very little I have not already tried.
So yes this is the last resort.
I want to get it running suimply so I can get rid of it sooner.
I am want something reliable. Which this car has proven to me it is not.
 
The main reasoning I was going to pull the motor/trans was that no one was really offering any possible solution that I had not already tried. So that left me chasing wires. Which doing so in a packed and cramped engine bay is not my favorite thing to do, I was going to opt for more space to work in.
I am not all that enthused about running extra wires (where a factory one broke/and or shorted out) just to get something to work. I run into having to fix that enough when I usually buy a car. I already have repaired several things the previous owner(s) did to this poor cars wiring.
Yes I am the one that removes all the rigged crap you put in, to do it right.

Moving on to now.
I said screw it, and ran a start engauge by-pass to an empty switch I already had installed in the car. I just swapped it for a momentary.
Why did I change my mind on this? Simple, the faster I can get the car running, the faster I can get rid of it.

So now the engine spins strong. (chalk one up for the riggers)
I also shot the cylinders with some brake cleaner to clean out any fuel residue/build-up. Yes I turned it over afterwards to throw the liquid out.
I am still waiting for my replacement ECU caps to come in hopefully today, if not tomarrow (still hoping) as it will be pointless trying to start a car with the ECU not installed. And that is all that I am waiting on before I can try it again.

I also removed the valve cover and cranked it a few times to watch the spring/valve motions, all smooth.
