Vibration all rpm. worse after 3500

I recently bought a 91 eagle talon to fix up. It has a vibe that makes the exhaust rattle at all rpms. It seems to me like it has something to do with balance shaft phase. However, if the lower balance shaft was reversed, would it not vibrate only past 3500? This vibration is constant throughout the rpm range but it intensifies past 3500 rpm. I need to get the car running ASAP. Can I simply cut the balance shaft belt or would that not cure all my problems? Is there a way to line up the timing marks WITHOUT taking off the timing cover so I can check the balance shaft to see if it is in the correct position?

Anybody?
 
you gotta redo the whole thing, timing belt and all. Shouldn't take you more than an hour or so. Your bshafts are definitely out of phase, I'm 100% positive. The vibration sounds like a pissed off bumble bee.
 
Any tips on getting that blasted timing cover out? It seems like I take it out a different way every time, and every time is messes up those dinky gaskets or bends it up nicely.
 
Done deal, balance shaft was out of phase. Cover came out no problemo, thanks guys.
