Hard Start in mourning or when cold

90 e gst hard to start changed fuel filter and plugs it starts fine when warm could this be fuel pump fps car has 145000 just got from some kid for 450.00 runs strong with all the free mods ive done about 10 to 11 psi is that average with bcs mod any help would be appreciated this is the #1 web site u guys have got great info thanks in advance
