93 head bolt stretch measurement questions

i'm finishing up a head gasket intall on a 93 motor and have some questions on the head bolt stretch. what exactly do you measure on the bolt? do you measure from the washer down or should you exclude the washer in your measurement? if its from the washer down then i should be right on to reuse the bolts but if the washer is not included in the measurement i'm way off. anyone have any knowlage or in depth expertise on this one?

Put the threads along a straightedge. If there's any point where they don't all touch, replace.
