Shoulder Belt won't retract????

I finally got the car off of stands the other day (I got it running) and I went to drive it and the driver side shoulder belt wouldn't retract to restrain me. What is the deal? I read up on a different thread that there was a fuse somewhere, I wasn't sure where, and I really couldn't find it. SO anyone have any suggestions on this or know how to fix it?

Hey thanks, but I got it figured out a while ago. Didn't have the connection in the door connected. I disconnected it to replace a door handle.
