What would cause this type of wear on the timing belt???

So i was just told by a local DSMer, who knows his stuff very well that the wear my timing belt is experiencing is because of the wrong placement of the oil pan bolts. i just wanted to check with you guys to confirm before something is said to the mechanic who just swapped out my oil pan.
