Wastegate Flapper Not Shutting all th way 14b

My car spools really slow, i end up getting about 10lbs of boost at 5500 rpm with a boost controller, that is in between the j pipe and wastegate.

I noticed that if i disconnect the actuator arm, the wastegate flaper will go in about a 1/8th of an inch to shut all the way, therefore with the arm connected the flapper is not shut against anything.

I boost leak tested the car too and heard a hissing noise around the back side of the turbo, and couldnt actually find a leak.

Help please
 
Easy fix and a common problem in older turbos.
you need to shim the wastegate actuator.
all you do is unbolt your wastegate actuator and see how much room you have between the bolt holes and the mount. Then you get a washer or 2 under each side, and this will have you boosting like new!
