[RESOLVED] OBD-II monitors wont come on

My brother has a 1997 Eclipse GST with a JDM motor in it. I've been driving the car to get the monitors to reset after clearing the codes. In NJ, it will pass without 2 of the monitors being reset. Has anyone ran into this problem??? If so, what steps can I take to correct it?
