I recently shorted out my car when I was installing a new O2 sensor. Now whenever I turn on my headlights, my horn comes on (along with the headlights) and when I turn off my headlights, they both stay on until I disconnect the battery.

From the electrical schematics that I have looked at it appears that the only place these wires really have in common that could cause this is the theft alarm system. I think that I might have fried it.

Does anyone know where it is located on a 96 TSI? Because it is fried, I do not believe that simply grounding the green/white wire will fix the issue. I have an after market alarm so I don't need the stock one. (the after market one is not connected to the horn, so this couldn't be the problem either)

check the alternator fuse, it's blown.

Anytime you think you short something, go look at your fuses
 
The alternator has a fuse separate from everything else? I will look.

What I found is there is 8V leaking into my headlight wiring from somewhere on the control side of the relay.
 
Yeah the fuse box in front of your left strut tower, it's one of the big fuses that bolts in.
 
I AM SHOCKED! Looks like that fixed the problem! I was ready to start yanking wiring harnesses apart.
