The state of Missouri has offered me a waiver for my Talon for readiness flags not set.

The research has been summarized in a new Wiki OBDII Emissions Testing and the DSM - Dsmwiki which includes a sample e-mail requesting the waiver.

This applies to 32 states which are listed in the Wiki.

Thats great news to people plagued by emissions testing. Was the process as simple as mailing in a completed copy of your sample letter, or was there more involved?
 
In Pennsylvania, The waiver process is somewhat more simple. If car your fails the obd/readiness test, the failure form is given to the vehicle owner. At that point, the motorist has 30 days to effect repairs & submit for a retest. If the vehicle still fails after repairs, & a minimum if $150.00 was spent by the motorist in attempts to repair the problem(must have appropriate documentation), a waiver is issued right through the emissions/obd. analyzer . . . :talon:

I know that works for the old tailpipe test but didn't know you could do it for OBDII as well. No worries anyway, always exempt...
 
Interesting that they speak of "1996 - 1998 Mitsubishi vehicles", while Mits went OBDII in '95 on the DSMs. But, no less than what we'd expect, is it?


OBD II was not required until 1996 and the EPA recommendations do not include OBDII tests for 1995 cars.

The 1995 Mitsubishi ECU has a “MIL bug” which shows that the Check Engine Light is on even though no code is present. Cars with the older Dsmchips EPROM have to have that bug fixed before the waiver will go any good.

I e-mailed the original of that sample to [email protected] in Missouri. Other states should have similar contact points.

I will modify the Wiki to show the Missouri address and leave space for others to add contacts in other states.
