The long screw is used to compress the hydraulic tensioner. The toothed piece is used to easily turn the eccentric idler. They are both the correct tool.
Both can be made in the home shop, though, for next to nothing.
Actually it does not look like it compresses anything. The long screw looks like it goes in the bottom of the hydraulic tensioner. Similar to this DIY
