The long screw is used to compress the hydraulic tensioner. The toothed piece is used to easily turn the eccentric idler. They are both the correct tool.

Both can be made in the home shop, though, for next to nothing.

Actually it does not look like it compresses anything. The long screw looks like it goes in the bottom of the hydraulic tensioner. Similar to this DIY

But it does, I've used the home-brew variety several times to compress the hydraulic tensioner. The 4g63 has a threaded hole in a bracket to the left of the lever that the tensioner acts on - as viewable while facing the timing belt side of the engine. The rod threads into the hole from the left, and collides with the lever. As you continue to slowly thread the tool into the hole - against the lever - it will compress the tensioner. You do this until the holes line up in the rod, then stick your drill bit or Allen key into it.

This is the process described in both the FSM and VFAQ, and the tool depicted in the Jay Racing catalogue appears to be an equivalent to that mentioned in the FSM.
