Brakes whining because of rain?

It's been raining a lot the past week here in Pittsburgh and my brakes have started to whine very loudly every time I lightly press on the brakes. Just to make sure I checked all my brakes and rotors. I did need new front brakes and rotors so I replaced those. However my rear was still very good. The whining is still occurring, and it's stlill raining. It sounds like it's coming from the rear. Is this just a build up of water on my rotor or what? Will this eventually go away because it's extremely annoying!
 
Usually when it rains a lot and a squeeling noise occurs its a build up of rust from the rain oxidizing the metal. I wouldnt be worried about it,but if it lasts awhile I would take it some place to have your rear brakes checked out.
 
Alright so I figured out what it is. It's been a week or two now and I figured out its only coming from my rear rotor. It's happening because the one night my ebrake froze over night. I warmed my car up for 20 minutes and it wouldn't unfreeze. My only option was to walk or drive it off, so I drove it off regretfully. And now it looks like the rotor is scratched or something all around where the brake touches on the rotor. That's what is causing the TERRIBLE noise. I really can't stand the noise anymore and I don't feel like buying a whole new rotor. I tried wiping it off but it barely comes off. Is there anything I can put on it to remove the scratch/residue or whatever it is? I can't say exactly what it is but just that its from me riding on my ebrake.

yeah haha i know...just thought id post a picture up of what happens when you drive your car with your ebrake still frozen on :)
