Does the threaded part of the ball joint suppose to spin?

It will spin if the tapered end of the ball joint does not have enough pressure up into the knuckle. Slide a jack under the control arm ball joint and jack it up a little. Then try to retighten. The threads shouldn't spin now. Also make sure your threads are clean first.

OK thanks for tip but does it suppose to spin or not? My left one spins and right one doesn't.

Yes, they can spin. Just so you don't feel "slop" in them. Like any in and out movement.
