new oil pump...stub wont turn

I recently purchased a topline oil pump(i wanted to give it a try) , well i got in the mail the other day. and when i took it out and atempted to spin the shaft, it was kind of hard to do so. i know i have to dissasemble,debur, and pack with lube. but is it normal to be that hard to turn right out of the box? thanks
 
Yes, it should be hard to turn and possibly bind without either the bs or stub shaft installed. The bs shaft or stub shaft(depending on bs removal or not) is what centers and aligns the driven gear. Without the driven gear centered, it can move inside the case and cause binding or just basically hard to turn.
