Clutch is dragging and I havr bo idea why.

Today I did a clutch drag test by jacking all 4 tires off the ground and reving to 7k and the tires did start to rotate. I have a brand new fork and pivot ball so I didn't add any shims. The fork seems to sit about dead center too. Tried bleeding the clutch to no avail and the master cylinder is on its last thread. Flywheel has been resurfaced and was stepped to be in spec. I have a fidanza v2 six puck with less than 5k on it. The master cylinder was replaced with one from oreileys and the slave as well. Could the master cylinder rod be too short? What about the slave?
