Stripped bolt in block & other ?'s .

Just got block back from shop . Upon reassembly I find out that the bolt that goes in the corner by the pump gear is stripped out . Do not know if it was shop or there before . So what is the thread and pitch I should use to repair ? Tap it or helicoil it ? Also my new timing belt tensioner pulley rubs and does not spin freely . Is there a washer or something for behind it or did I get sent the wrong one ? Got kit from Sbr .
 
the pulley is probably on backwards. its is offset so if you bolt it backwards it rubs against the block
 
It rubs either way . Does not bolt to block . I just used a washer behind it to get it lined up , but thanks .
