how do you do this? i know you can manually adjust them but when you turn your lights on/off they just go back down or up.
 
well a couple ways off the top of my head would be to either disconnect the motors or pull the fuse that goes to the motor.

Do you want the headlights to have the "sleepy" look when they are on or off, or both?
you can adjust them so they dont go all the way down with the manual adjuster and it could probably work vice versa too, I never tried that way tho.

It is also possible by installing a relay into the fuse. Such as wiring a relay switch to the fuse under the hood...
