blown turbo????

so i just swapped my buddies bullseye t04b turbo over from his fwd to his awd. we were testing it out the next day to check everything and i get on it and it goes to 14psi like planned everything worked good. i get on it again and nothing!! no boost, no bov whistle, just a low whistling sound coming form the turbo. i checked everything i could think of, leaks, oil, shaft play. everything looks fine. tiny amount of side to side play, nothing im conserned about. the only thing i found was that if i start to free spin the blades, they turn perfectly for a while but then they like get "stuck". like something inside is binding them up. i can turn them past it and then they spin fine for a while untill it happens again. its not a set location on where it stops either. is the turbos center section bad? the turbo is pretty new, only a couple k on it.

A turbo should not be binding. Do you see any indication of blade contact with the housing? Is it possible something was injected into the inlet/oil feed? Have you made sure that the turbine and compressor wheels dont' spin independantly (e.g. broken shaft).

BTW.. did your friend get the "no hassle" warranty on the turbo? If so would give them a call and see if they'd replace it.

its not blade contact, its very possible that something was passed throught the oil feed line. but even at that, why would the turbo spin freely and then get stuck up???
