15psi but car doesn't go any faster, lots of knock

[1993-Talon-TSI]

Car will spool but knock comes up right away and the car won't really accelerate much. mbc is custom and does work. also the problem is still there with no mbc at all. leak tested which is fine, no big leaks.
its like the turbo is boosting but the engine ain't getting it. egt go way up and knock before it happens almost. turbosmart bov, which works. the funny part is most of the time the car works get lots of power and no problems, also when it is cold it seems to be worse? like the bov is stuck, but i have checked everything like 10 times????
