just got the apex-i timer that comes with the built in A/F rato and the O2 readout, i was wondering what a 10.02 A/F rato and a 1.04 O2 reading would mean at WOT? i know its not good for tuning, but i also believe that its enough to tell me that im running very rich?

The first one i believe is the percentage. 10.02 to 1.
The other is the O2 voltage 1.04

If these are correct, then you are running not only rich. But pig ####in rich. Rich enough to foul plugs, and blow flames.

You want to get around 12 - 11.5 to 1
and around .90 volts

Is the first A/F ratio coming from DSMLink?

10:1 is rich, but you probably will not blow flames or foul plugs.

both of those indicate one thing:
Piggy richness.

your a/f ratio at WOT is close to the stock richness the ecu likes to have on 2g 4g63's.

while these are not the super precise tuning monitors, they will do the job to let you know if you're damn rich or damn lean.

Generally, on a 2g and pump gas....shoot for .92-.93volts at WOT just to be safe.
1g's can shoot for a lower voltage since they have lower compression numbers.

on the A/F try to stay in the 11:1 - 12:1 during WOT. Keep it safe.
