1G eprom ecu not powering up.

Recently went to start car (1992 eagle talon tsi) and would not start. After doing a bit of trouble shooting I noticed that CEL was not coming on when key was turned on. I had a non turbo ecu lying around and just hooked it up, turned key ahead and CEL came on and just cranked car, and it started.

So I assumed it was the ecu. Sent it to away for repairs to reputable shop and got it back today, hook it up, still no CEL, and car will not start. This does not make since to me, could it be I have had 2 fully redone ecu's that have gone bad? Also when I check pin 103 there is constant voltage, pin 102 has non for some reason ( supposed to be 12V power supply), and there is one other i believe is ignition 107 maby that is seeing power with key on.

So how is the non turbo ecu powering up?, are the pinouts different for NT?. Also I have changed out MPI relay. I searched site but could not find anything quite like my problem. Any help would be greatly appreciated, thanks guys!!!
