I have a 95 Talon with an Eprom ecu. I bought a vagcom usb/obd2 chord because I read that it is what I need. I cant get connected in evoscan. It says no response from the vehicles ecu. I tried it in all the settings but to no avail. I also downloaded the drivers by getting ecuflash.

Hey Casperfast (fellow Oregonian!!), what cable are you using? I just ordered a vag-com cable from ebay and hope it works! I don't know but from some researching I think it's best to contact them and have them diagnose the problem. Some people also say the ECU must be warm and have enough voltage.?
Evoscan is undergoing some changes right now but it does support the 95 ecu AFAIK what you may need to do is go to the latest beta release which is downloadable from this thread, it is in the last few pages. That beta should work for you but it has its own issues most noteably that at the moment maptracer doesn't work (at least for me). Expect that to be fixed shortly.
i tried the beta as well with no success. this is what i get with the 2.7

Did you check to make sure that that directory existed?
How are you installing the beta? You need to put it in the evoscan directory in place of your old executable. What version did you have previously? I believe you need to start with v2.6.
the email i recieved containing the link to v2.5 worked fine. the sample rate wasnt asome but it works quite well, this is the only version i have gotten to work on my car thus far.
