bad gas mileage and reverse lights do not work

i have a 1995 eclipse. 144k miles. not sure if its rs or gs, doesn't have the front fog lights. anyways i am only getting about 160-170 miles per tank. the exhaust smokes a bit more than it should but it isnt really bad. i was getting about 11 mpg then 14 mpg after i used the fuel injector cleaner but its nowhere near the 21mpg city/29 highway that this car is rated. also my reverse lights do not come on while the car is in reverse. i have checked and replaced both the fuse and both bulbs and they are still both unoperational also the cigarette lighter/car adapter plug does not work fuse was wrong so i replaced it, no dice. might have to clean out the inside of the adapter. any suggestions on where these problems are coming from?

One thing you can check with the reverse lights is to see if the reverse light cable is plugged into the transmission. I had my transmission replaced and they forgot to plug it back in.

took it to pep boys and they checked on the engine and this is their report...
Runs rough, Blue smoke coming from exhaust. no stored codes. spark plugs severely carbon tracked. low compression. excessive oil blowby. RECOMMEND NEW ENGINE

I don't know much about engine diagnostics, but I'd get a second opinion on that. I've dealt with plenty of mechanics who don't know what they're talking about, or don't take the time to truly find out the cause of the problem.

1st of, since there is no code do you have the right fuel injectors in it?
2nd is your exhause smoke blue? (do you check your oil regularly?)
