I am having my engine rebuilt at a local machine shop. I had higher lift cams, and a balance shaft elimination kit installed. The guys at the machine shop put the engine on a machine that allowed them to spin the crank and check for oil pressure. The machine spins the engine at around 500 ( Five Hundred ) RPM. The engine is making less than 10 PSI at this speed. I know that 4G63 make low pressure at idle, but with the time and money I have invested in this I am looking for a second opinion or some wisdom from someone who has more knowledge than I. Any help would be greatly appreciated.

Have you replaced the oil pump/front case?

The FSM says 11.4 psi at warm idle is the minimum so with ~10 psi at only 500 rpm cold you don't seem to be doing too badly. Most cars with fresh rebuilds and balance shafts removed will have excessive oil pressure, not too little.

I'm in agreement. At 500rpm 10psi sounds fine. If they are getting any consistant oil presure at that speed then you should be ok. Just keep a close eye on the pressure when you first fire the engine.
